In the famous debate between the two French presidential candidates, reference was made to Article 30 of the new Moroccan Constitution, given as an example of reciprocity for the participation of foreign residents in local elections.
It would be of great interest to implement it with friendly states such as France, Spain and many more, for the benefit of nationals in the respective States, with legal resident status.
It would be a good example of integration of one and the other in their host societies, not only at political and electoral discourse, but a full-blown total integration.
Morocco, in this case, is constitutionally authorized and prepared. I would say it is at the forefront of the rights of foreigners on its soil. Depending on the different diplomacies of one and the other, to proceed to the reciprocal enforcement stage if they wish.
"Article 30: All citizens of age who enjoy their civil and political rights are eligible to vote. The law provides for the provisions that promote equal access of women and men to elected offices. The vote is a personal right and a national duty. Foreigners enjoy the fundamental freedoms guaranteed to Moroccan citizens according to the law. Foreigners residing in Morocco, can participate in local elections by virtue of the law, of the application of international agreements or practice of reciprocity .... "(unofficial translation).
If this is not a voluntary disposition (or, provision), pioneering, human and democratic, may the sky fall on my head. For those who like to give lessons in democracy, please take this as an example!
